We are sure Dr. Goebbels read the letter because of his red G initial to the right of the blue receiving stamp in the upper right corner. See close-up below.
Shown left is a handwritten letter written to Dr. Joseph Goebbels by a lady, Frau Anna Schwartte of Mainz, on 27 August 1941. The original envelope is stapled to the letter and both are punched for filing. A blue receiving stamp from the Reichsministerium für Volksaufklärung und Propaganda shows the letter was received on 29 August 1941 and the red receiving stamp stamp proves it was passed on the right department the same day, Abteilung R.B. R.B. is the Nazi German abbreviation for Regierungsbezirk or Government District, in this case Pru-Landesreferat or Department Prussia.
In her handwritten letter Mrs. Schwartte shares her thoughts and worries about her husband who is away, what she hears on radio broadcasts, the British enemy, and more. She does not mention the German invasion of the Soviet Union, Lend-Lease or the 14 August 1941 Atlantic Charter outlining US and British war and postwar plans by name, so we can only guess at what else may have specifically prompted her to write to Dr. Goebbels.

Dr. Goebbels founded and published a very anti-Jewish Nazi newspaper called Der Angriff (The Attack) with articles written from a strictly National Socialist point of view about members of the early Nazi Movement, persecution of early National Socialists, Jewish control of the economy in Germany, Hitler - the man of the future, etc. He also published two books using the same subtitle and this is the second volume of that set.
Volume Two of Der Angriff, called Wetterleuchten (Sheet Lighting or Diffused Summer Lightning) contains articles published in Goebbels’ anti-Jewish Nazi newspaper Der Angriff between 1928 and 1933; until just after the Nazi election victory in Germany. This 392-page hardcover book contains articles about what Goebbels called the continued uphill battle the Nazis faced in Germany, fighting Communist lies about the motives of the Nazis, the fifth anniversary of Der Angriff newspaper, the miracle of the election results, etc. It contains lots of anti-Jewish rhetoric like Die Juden sind Schuld (The Jews are to Blame).
This is a fine Second Edition of Wetterleuchten (21,000 - 40,000 in print) with the embossed bright red linen hardcover as published by the Nazi Party Central Publishing House, Verlag Franz Eher Nachfolger in 1939 with its original dust jacket.
