DIRECTIVE FROM REINHARD
HEYDRICH REGARDING TRAVEL
RESTRICTIONS FOR JEWS AND
THE MARKING OF THEIR HOUSES
On the first of September 1941, Nazi SS and Police General Reinhard Heydrich, Head of the Sicherheitsdienst (SD or Nazi Security Service) in Berlin issued a decree which required Jews to wear a yellow 6-pointed Judenstern or “Star of David” on their clothing in both public and certain private circumstances.
The original decree raised more questions than it answered as implementation of it began throughout Großdeutschland (Greater Germany) and Occupied Territories. Judenstern
The six-piece dossier offered here contains an A4 size (8-1/4 x 11-5/8 inch) follow-up decree dated 30 September 1941, once again over the signature of Heydrich. Page 1 is bordered by a bright red quarter-inch stripe on all four sides and shows this Schnellbrief was sent by the Reichsminister des Innern (Ministry of the Interior) in Berlin where the offices of the Reichsführer-SS, Sicherheitsdienst and Police were located. It was sent to the Reichsstatthalter (the highest Nazi government authority) in Wien (Vienna), Baldur von Schirach.

With this SS Schnellbrief dated 30 September 1941, Heydrich clarified that Jews wearing a yellow Star of David emblem would not be allowed to use public transportation on weekends, holidays or at the start and end of vacation periods.

This grouping also contains an official Abschrift or copy of the original Decree regarding the use of public transportation by Jews (Benutzung der Verkehrsmittel durch Juden). It was enclosed with the Heydrich Decree dated 30 September 1941 as a reminder of the basic regulations and to make sure lower ranking police members would also be aware of the new rules regarding Jews and public transportation.

This grouping further contains correspondence dated 8 October 1941 between Reichsstatthalter von Schirach’s office and the Vienna city government and the Vienna NSDAP office (at Josef Bürckel Ring 3) regarding the proscribed identification for houses occupied by Jews, which was a clear name sign on the front door (Kennzeichnung von Judenwohnungen). In Vienna, the Agency for Jewish Emigration was in charge of enforcing Jewish house sign regulations, but this correspondence stated that the Gestapo had already approached the RSHA about them being responsible for enforcing that decree.
Kennzeichnung von Judenwohnungen A subsequent letter with handwritten notes from the Reichsstatthalter’s office stated that the Geheime Staatspolizei has already heard from the Reichsführer-SS and that special procedures would be needed as the original 1 September 1941 Decree dealt with transportation restrictions for Jews, not restrictions on houses or possessions.

The last part of this grouping is an “in-house” cover letter from the Reichsstatthalter’s office archive, with many handwritten notes, dated 11 October 1941. The content of this piece clearly shows that great confusion existed about the marking of Jewish-occupied homes issue.

It shows that letters had been sent from the Vienna Police Headquarters to Himmler and Heydrich’s office in Berlin and that the Reichsstatthalter’s office was not sure if they had received all information on this very complicated matter.

At the bottom of page 2 of the Schnellbrief is a black rubber stamp with an eagle and swastika, showing the Decree originated in the offices of Der Reichsführer-SS und Chef der deutschen Polizei im Reichsministerium des Innern (Heinrich Himmler, Head of the Nazi Police) on Prinz Albrechtstraße in Berlin. This Schnellbrief from Heydrich was signed on his behalf by an aide. The Heydrich signature is not a pen and ink signature, but a rubber stamp.
This is incredibly rare Third Reich material, showing the complex rules regarding the implementation of regulations to control the identification and movement of Jews within Nazi Germany. It is probable that all other originals of the Heydrich Schnellbrief included in this lot have been destroyed and this is the sole surviving example anywhere. The other components of this authentic Nazi police file are unique to this file alone.
