The letter, dated 16 October 1941, is addressed to Reichsstatthalter Baldur von Schirach, the highest Nazi government authority in Wien, that informs him that the Police President in Wien has been instructed to issue an exit/entrance visa for Italy in the passport of one Andreas Unterkofler, a Police Office employee. It goes on to say that Unterkofler will not need foreign currency for the trip and that it can not be obtained abroad through any German representative. Unterkofler countersigned this letter at the time he picked up his passport with the visa in it, on 21 October 1941.
We are convinced that the
